When logging on private or corporate land is planned, a Registered Professional Forester (RPF) must submit a document to the state that outlines the proposed logging operations, known as a Timber Harvest Plan (THP). The THP is supposed to evaluate all of the potential direct and cumulative impacts that might occur as a result of the logging plan and to implement any feasible measures which would reduce this impact to a level of insignificance. THPs must include a description of any clearcutting that is part of the plan. The public can comment on a THP, though the process for commenting may vary from county to county.
